Crosman 454 Air seal issue

I am new here and just inherited an almost new Crosman 454 CO2 pistol with box and manual. Bad news is that even with a new cylinder, all I get is a weak 'pop' no power ...

I am thinking it may be a seal,,but cannot see where it would be..
Any help, ideas or comments is appreciated...
